REGULAR MEETING                                                                                                           APR. 16, 2007
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Patton & Lewis, L. Nicholls, D. Latincsics and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 4/2/07.  
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON& LEWIS)    0  NO

SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 4/9/07 AT 5:30 P.M.  
Selectman Patton seconded the motion.

PRESENT TO SPEAK
Lori Semprebon, Board of Education Chair, was present to clarify the steps necessary for the Hall Memorial School generator purchase before it comes before the Board of Selectmen.  The bid proposals must go before the Board of Education and Planning and Zoning before going to the Board of Selectmen.  Those 2 steps have not been completed yet.  Mark Makuch commented this is scheduled to be installed in the summer.  Selectman Patton suggested looking at the bid proposals for how long they will hold the price.  First Selectman Eldredge commented we will wait until you have gone through all the necessary steps; Karl Acimovic can help you if you need it.  

Mike Makuch, Chief of Willington Hill Fire Dept. reminded the Board that spring weekend at UCONN is coming up.  There are rumors that it may start in Willington at the apartment complexes on Wed.  Mike asked that Troop C be contact and tell them about the Wed. rumor as well as Thurs. Fri. and Sat. nights.  The Fire Departments are ready to assist Mansfield for this.  First Selectman Eldredge commented he will talk to Troop C about this.

Christine Psathas asked about the Welcome to Willington sign on Route 320.  It is out for maintenance.

Donna Latincsics, Business Manager, gave the Board copies of expenditures.  She has forecasted for each department until the end of June.  Different line items were gone over.  Selectman Patton asked if Donna would give him a detail of the general roads line item.  Donna will do so.
 
CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn commented we survived today; there was 3” of rain.  There was a sinkhole on Tinkerville Road on Sunday, heavy run off and some limbs down.  The water stayed below the bridge on Polster Road. FEMA is looking for a list.  Lynn commented she did not know of any power outages in Town but there was a telephone pole down on Lohse Road.  Lynn commented I met with Karl Acimovic to finalize the DEP permit for the Transfer Station.  They are planning to go to PZC for the chemical shed.  Lynn needs to know if it the shed is going to be a rental or not.  They are also working on a permit for Turnpike Road Extension culvert for FEMA and getting ready for the Inland/Wetlands meeting on the 23rd.  First Selectman Eldredge asked are you doing a Town wide plan on storm water for them?  Lynn commented yes; I gave a schedule for sweeping and have not been able to do it yet, we will try for this week.

APPOINTMENTS
FIRST SELECTMAN ELDREDGE MOVED TO RE-APPOINT THE FOLLOWING TO THE INLAND WETLANDS AND WATERCOURSES COMMISSION, ALL TERMS EFFECTIVE MAY 16, 2007 TO MAY 16, 2010:  KEN METZLER, REGULAR MEMBER – FRANK DIRRIGL – REGULAR MEMBER, TESS GUTOWSKI – ALTERNATE MEMBER AND ROGER PELOQUIN – ALTERNATE MEMBER.
Selectman Patton seconded the motion.
Discussion followed.  Selectman Lewis commented he would like to see at least one of the re-appointments, T. Gutowski, voted on separately.  He can’t vote for her since a business moved out of Town because of her positions on that commission.

FIRST SELECTMAN ELDREDGE MOVED TO RE-APPOINT TESS GUTOWSKI AS AN ALTERNATE MEMBER OF THE INLANDS AND WATERCOURSES COMMISSION, TERM EFFECTIVE MAY 16, 2007 TO MAY 16, 2010.
Selectman Patton seconded the motion.

NOTICE AND WARNING
PUBLIC HEARING &
SPECIAL TOWN MEETING

The Board of Selectmen will hold a Public Hearing on April 24, 2007 at the Town Hall, 11 Common Road, Willington, at 7:00 P.M. for the following purpose:  

1.      Presentation and discussion of an Ordinance establishing staggered four-year terms for the Board of Assessment Appeals.

The electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters mentioned in the following warning are hereby warned and notified to meet in Town Meeting at the TOWN HALL at 11 COMMON ROAD in Willington on April 24, 2007 following the 7:00 P.M. Public Hearing for the following purposes:

ITEM I
To see if the townspeople on the recommendation of the Board of Selectmen will adopt an Ordinance to establish staggered four-year terms for the Board of Assessment Appeals.  

ITEM II
To see if the townspeople on the recommendation of the Board of Finance will authorize the appropriation of $15,000 from the Capitol Reserve Fund for the purpose of purchasing laptop computers for teacher instructional use.

ITEM III
To see if the townspeople on the recommendation of the Board of Finance will authorize the appropriation of $15,000 from the General Reserve Fund for the purpose of purchasing a 20’ chemical storage container for the Public Works Garage.
Selectman Patton seconded the motion.
VOTE:  3 YES (ELDREDGE, PATTON & LEWIS)    0  NO

GOOD & WELFARE
Selectman Lewis commented it was good to see Willington’s finest out there on the road when there was a problem, the Fire Dept. and Public Works.  It was good to see our safety people out there, thank you.  Selectman Lewis commented he wants to remind everyone that Willington has people in Iraq and Afghanistan
and to remember their families.
